Liberty implies freedom to rise to whatever level one can through hard work and ingenuity by contracting one’s services as a free agent, reaping the rewards of effort, accepting responsibility for failure. In a system of liberty, needy are assisted through private voluntary means. Liberty is most secure in a system of limited decentralized government designed to stop coercion of one individual or group by another. It relies on rule of law and property rights to provide a framework for advancement and prosperity through the spontaneous order of the free market.
